No change in legal driving age
Dubai: Despite recent changes, the legal driving age in Dubai will stay at 18 years old, according to a senior Roads and Transport Authority (RTA) official. Ahmad Hashim Behroozian, CEO of the RTA’s Licensing Agency, responded to a media story on Monday by saying that the RTA has not consented to decrease the age limit necessary to drive in Dubai, and that it is not authorized to set the age limit required to obtain a driving license. “The Federal Traffic Legislation of the United Arab Emirates defines the age limit for driver license applicants, and the Road Transport Authority (RTA) is solely responsible for enforcing the law and supervising the driver licensing procedure,” Behroozian stated in response to the story.
- Driver instruction, on the other hand, can begin when a person is 17 years and six months old.
- He went on to say that the RTA is calling for increased regulations and more severe measures to be used in driver training programs in order to make the roads more safe.
- In 2014, Gulf News reported on a federal plan to lower the minimum age for applying for driver’s licenses to 18 years old.
- In a previous interview with Gulf News, Behroozian had stated: “I’m aware that there are some conversations taking place right now at the federal level to decrease the minimum driving age,” he said.
Given that young people are more likely to engage in reckless driving, I believe it is best to maintain the present age restriction of 18 years.” Those calling for a reduction in the legal driving age do so in the hope of lowering the number of instances in which teenage males disobey the law and drive without a license on the road.
Senior UAE police officer says driving at age 17 should be considered
According to a top police officer, young individuals under the age of 17 should be permitted to operate a motor vehicle in the UAE. Individuals who are 17 years old can apply for a motorbike license, but must wait until they are 18 to learn to drive a vehicle, according to the current legislation. A video posted online by Dubai Police shows Maj Gen Mohammed Saif Al Zafein explaining why his advice has sparked considerable controversy on the matter, which can be seen below.
According to the assistant commander-in-chief of Dubai Police operations and head of the Federal Traffic Council, “I appreciate all points of view, but my idea stems from a valid argument.”

Photo courtesy of WSF Creative_ “We are aware that riding a motorbike is fraught with risk, but driving a car is far safer.” “This, in my opinion, demonstrates a contradiction,” he explained. Earlier this month, the government announced that young people will be permitted to work part-time starting at the age of 15, with effect immediately.
Maj Gen Al Zafein stated that when many pupils finish their education at the age of 17, some are forced to go about on motorcycles, despite the fact that it is the most dangerous method of transportation available.
According to Thomas Edelmann, creator of RoadSafetyUAE, issuing a complete automobile driving license to youngsters before the age of 17 would be ineffective, although a phased approach may be helpful in some cases.
“It must be taken into mind that a further lowering in the eligibility age may result in a rise in the number of applicants if no appropriate safeguards are adopted,” Mr Edelmann stated.
This can be changed if the student maintains good behavior and does not get any penalties.” After getting their driving license, inexperienced drivers should be accompanied by “older and more experienced drivers,” according to Mr Edelmann, who believes that this is consistent with other nations’ practices.
Edelmann believes that technology may play a critical part in developing safe driving habits on the highways.
More opportunities exist in the education sector, which means that students of this age group should obtain specialized road safety training at their schools or universities.

List of minimum driving ages – Wikipedia
Theminimum driving ageis the minimum age at which a person may obtain adriver’s licenceto lawfully drive a motor vehicle on public roads. That age is determined by and for each jurisdiction and is most commonly set at 18 years of age, but learner drivers may be permitted on the road at an earlier age under supervision. Before reaching the minimum age for a driver’s licence or anytime afterwards, the person wanting the licence would normally be tested for driving ability and knowledge of road rules before being issued with a licence, provided he or she is above the minimum driving age. Countries with the lowest driving ages (17 and below) are The Bahamas, Canada, Israel, Malaysia, New Zealand, the United Kingdom (mainland), United States and Zimbabwe. In some jurisdictions in the United States and Canada, drivers can be as young as 14 (with parental supervision). Most jurisdictions recognize driver’s licences issued by another jurisdiction, which may result in a young person who obtains a licence in a jurisdiction with a low minimum driving age being permitted to drive in a jurisdiction which normally has a higher driving age. A notable exception to this is the United States, where many states ban drivers below their minimum driving age, even if they hold permits or licences issued by another state. Essential Driving laws in Dubai
Every action has a corresponding reaction. Ignorance of the law is not an acceptable excuse. These two statements are the most succinct way to summarize this topic. The driving laws in the United Arab Emirates are rigorous, and this applies to visitors, foreigners, and even locals. These regulations are aimed at limiting risk factors to the greatest extent practicable. In order to attain this aim, it is necessary for each individual to adhere to the laws and regulations to the letter. You are also not an exception to the rule in this case.

Here is a simple motor vehicle manual to help you learn Dubai’s traffic rules, which will be especially beneficial for those who are visiting Dubai for the first time. The RTA has created a safety driving handbook to help drivers stay safe on the road.
Seatbelt laws in U.A.E:
Before you begin driving in Dubai, please read this. Every passenger is required to wear a seat belt. If you fail to comply with this requirement, the United Arab Emirates government will have the legal authority to punish you AED 400 in exchange for violating driving regulations, and you will also receive four black points on your driving license. The accumulation of these black points will have a negative impact on your driving privileges in the future.

What happens if you drive a car when you are Below the Age Limit?
If you are under the legal driving age in Dubai, you may find yourself with access to a car to use for a short period of time. We strongly advise you to avoid succumbing to temptation since it has potentially fatal effects. If you break any driving laws or regulations in Dubai or the United Arab Emirates in general, you will be penalized, even if you are driving a rented car. The rental business will charge your final receipt with the amount of all penalties and fines that have accrued to you as a result of your usage of a rental automobile.
In addition to fines and penalties, you may also be held guilty and punished for driving while under the legal driving age limit. This might result in you spending a few months in prison.
Conclusion
It is correct that you must be at least 21 years old in order to rent a car in Dubai. While in certain circumstances, you must be at least 25 years old to hire a luxury automobile, in others, you must be at least 21 years old. This does not rule out the possibility of driving until you reach the age of 21. In Dubai, if you are 18 years old, you are of legal driving age; however, you must drive your own automobile rather than one that has been rented.

Driving test
The driving test in Dubai is comprised of two parts: a theoretical exam and a road test. One of the five driving schools in Dubai offers the opportunity to sit for the theory test. In addition to the RTA examiner, there will be other applicants in the car with you who will be doing their own tests at the same time as you. After a brief drive, the RTA inspector will determine whether you have passed or failed your test and will notify you accordingly.
